We adopted a second cat and the original cat started spraying the baseboards — something we didn't realize until the smell became overwhelming. The enzymatic cleaner cleared about 80% of the smell, which was a huge improvement — but one corner of the bedroom still had a faint odor after three treatments. Turns out the urine had soaked through the carpet and into the concrete sub-floor underneath. A flooring person told me I needed to seal the concrete with an odor-blocking primer (like Zinsser BIN) before putting anything back down. Did that, and now it's finally completely gone. The enzymatic approach works, but if the smell keeps returning in one specific spot no matter what you do, check the sub-floor.
