The right fix depends on where your draft is coming from
A window has two distinct places air sneaks in: the sash gaps (where the moving parts meet each other) and the frame perimeter (where the window unit meets your wall). Each calls for a slightly different approach — and your budget and time available shape which one makes sense to start with.
What people try first — and why it usually doesn't help
When you're cold and frustrated, it's tempting to reach for the most dramatic fix available. These approaches are popular precisely because they feel decisive — but the evidence says they either don't address the actual problem or make things harder to fix properly later.

Replacing windows immediately — New windows solve a glass-conduction problem, but most perceptible drafts are air-infiltration problems at the seals and frame perimeter. Spending $500–$1,000 per window before sealing costs $15 and an hour is almost always the wrong order of operations — and independent payback analyses consistently show replacement windows don't recover their cost through energy savings for 20–40 years.

Using expanding foam insulation on sash gaps — Great stuff and similar high-expansion foams are designed for gaps in walls and around pipes, not for movable window joints. They will permanently glue your sash shut, damage the frame finish, and are nearly impossible to remove cleanly — use rope caulk or weatherstripping for any moving parts.

Hanging heavy curtains as a primary fix — Thermal curtains reduce radiant heat loss from the cold glass surface and can make a room feel less chilly, but they do almost nothing to stop air infiltration. Cold air still moves under, around, and through most curtains — the draft continues behind the fabric, and you've only hidden the symptom.

Applying exterior caulk in cold weather — Most siliconized acrylic and latex caulks require temperatures above 40°F (4°C) to cure properly. Applied in winter cold, they skin over but don't fully cure, leading to cracking and failure within one season. If you're sealing the exterior in winter, use a caulk explicitly rated for cold-weather application — or wait for a milder day and do the interior perimeter instead.

I'd been complaining about my bedroom window for two winters. Spent maybe 20 minutes with a stick of rope caulk pressing it into the gap between the lower sash and the sill, and the draft was gone the same night. Honestly embarrassed it took me this long — total cost was $4.89 at the hardware store. The window stays closed all winter anyway so it was a perfect solution.

My living room has three big double-hung windows and I could feel the cold especially at the corners of each frame where they meet the trim. Ran a bead of GE paintable silicone-latex caulk around every frame interior — it took about an hour and I painted over it the next day. Made a noticeable difference in that room and our heating bill in February was down compared to the same month last year. Would absolutely do it again before calling anyone.

Rope caulk took care of the obvious gaps on two of my three problem windows. The third one — an older casement — was still cold even after sealing. Turned out the foam weatherstripping on the casement's compression seal had completely disintegrated. Replacing that took another 45 minutes and $8 in V-strip, and now it's fine. So: rope caulk was a good start, but it wasn't the whole answer for me. Worth checking the actual weatherstripping condition, not just the sash gaps.
