Why deck boards rot — and why it usually starts at the surface
Deck boards rot when moisture gets trapped against the wood and can't escape. The culprit is almost always one of the same few things: wood that wasn't properly sealed, boards that have cupped or cracked over time allowing water to pool, debris packed into the gaps between boards, or a board-to-joist connection where the fastener holes have let water in and held it there. The rot you can see — soft, discolored, spongy wood on the surface — is fungal decay, and it spreads wherever moisture and oxygen are consistently present.
The critical question is whether the rot has stayed in the decking boards (the horizontal planks you walk on) or whether it has worked its way into the structural frame underneath — the joists, beams, ledger board, and posts. Surface board rot and structural rot are entirely different problems with very different price tags. Surface board rot is a repair. Structural rot is a rebuild conversation.
The good news: surface boards take the hit first, because they're directly exposed to weather. In a deck that has been reasonably maintained, the frame underneath often outlasts the decking by years. That's why selective board replacement is a legitimate, common, and cost-effective fix — provided you've confirmed the structure is still sound before you start.

What happens when you leave rotting deck boards alone
Surface rot doesn't stay surface rot. Left alone, fungal decay migrates into the wood below — from decking boards into joists, from joists into beams, from beams into posts and the ledger connection at your house wall. What starts as a $1,000–$2,500 board replacement can quietly turn into a $10,000–$20,000 structural rebuild if the frame gets compromised. The ledger board connection is especially critical: it's where the deck attaches to your house, and a failed ledger is one of the leading causes of deck collapses.
Beyond cost, there's a real safety dimension. The American Society of Civil Engineers estimates that tens of thousands of deck-related injuries occur in the U.S. each year, with structural failure being a leading cause. A deck that looks rough but feels "mostly fine" can fail without much warning — the wood holds until it doesn't. If boards are soft, it's worth probing the frame now, not next spring.
A simple screwdriver test takes five minutes and can save you from making the wrong call in either direction. Press the tip of a flat-head screwdriver firmly into joists, beams, and posts — especially at the ends and where they sit in hardware or contact concrete. Solid wood resists the probe. Rotted wood lets the blade sink in an inch or more with little effort. This one test tells you whether you're doing a board swap or calling a contractor for a bigger conversation.

I went out there convinced I needed a whole new deck and ended up replacing nine boards and two short joist sections. The screwdriver test was the turning point — the main beam and posts were rock solid. Total cost was around $700 in lumber plus a weekend of work. I'll admit I was dreading this a lot more than it deserved.

Ours was a different situation — the boards near the ledger were rotted and when we pulled them up, two joists behind the ledger were also soft. The contractor said the ledger flashing had never been installed correctly, so water had been running behind it for years. We ended up doing a partial rebuild of that section. Not what we hoped, but honestly it needed to be done. If you have rot near the house wall, check the ledger carefully.

The deck felt bouncy and I assumed it was the boards but it was actually one joist that had gone soft in the middle — the boards themselves were still okay. Sistered a new joist alongside the bad one, re-fastened the boards above it, done. Probably $120 in materials. I wouldn't have found it if I hadn't pried up a couple boards to look. Definitely worth investigating before you assume the worst.
